Komdigi Issues Free Shipping Feature Rule for a Maximum of 3 Days a Month

The Indonesian government through the Ministry of Communication and Digital (Komdigi) has released a new regulation, namely the Regulation of the Minister of Communication and Digital Number 8 of 2025 concerning Commercial Postal Services (16/5). The regulation regulates the free shipping feature which is limited to a maximum of 3 days a month.


Reporting from Kompas (16/5), Gunawan Hutagalung as Director of Post and Broadcasting at Komdigi explained that the free shipping restriction is only applied to products below the cost of goods sold (HPP) or if the discount results in the amount of the commercial postal service rate being below the cost of the service. Commercial postal service rates are also regulated in this policy in article 41, which includes production costs or operational costs plus margins.

Production costs or operational costs themselves consist of labor costs, transportation, applications, technology, costs arising from cooperation in the provision of facilities and infrastructure and costs arising from cooperation with business actors or individuals.

"This is to provide healthy competition, right? And this is also a safeguard and the industry is growing healthily. We will monitor fair and healthy competition and this will start from the marketplace," said Gunawan - reported by Kartininews.com (16/5).

Gunawan added that if the marketplace/e-commerce wants free shipping to be extended, they can submit data for evaluation. This evaluation is related to the comparison of average industry prices. According to him, if not treated equally, commercial postal services that are not in-house (not owned by e-commerce) could die.
