Bali Airspace Management Bill FGD: Indonesian Air Force Reaffirms Commitment to Airspace Security
The Indonesian Air Force (TNI AU) continues to demonstrate its commitment to safeguarding national airspace sovereignty through active participation in a Focus Group Discussion (FGD) on the Draft Airspace Management Bill (RUU PRU) at the Wisti Sabha Building of PT. Angkasa Pura I Gusti Ngurah Rai Airport, Bali, on Saturday (July 12, 2025).
This activity was part of a series of working visits by the House of Representatives' Special Committee (Pansus) to gather input from various stakeholders in the drafting of the RUU PRU.
The Chairperson of the RUU PRU Special Committee, Ir. H. M. Endipat Wijaya, M.M., stated that the drafting of the RUU PRU is not intended to replace existing regulations, but rather to fill legal gaps. "In accordance with the message we received from the DPR leadership, we are not drafting this law to overhaul existing regulations. This law is specifically intended to fill legal gaps in existing regulations. Therefore, the old regulations will not be eliminated," he said.
He also opened the door for stakeholders to provide input. "For example, if there are any legal gaps that we can incorporate into this law to strengthen our performance, please let us know. We will try to elaborate on them and incorporate them into regulations or amendments to the law," he continued.
The Head of the Indonesian National Armed Forces' Center for Strategic and Research Development (Pusjianstralitbang TNI), Air Vice Marshal Jorry S. Koloay, S.I.P., M.Han., as the Head of the Working Group for the Draft Law on Airspace Regulation (RUU PRU) from the Ministry of Defense and the Indonesian National Armed Forces (TNI), highlighted the importance of Bali as a strategic location for collecting data on the substance of airspace management. "Why was Bali chosen? Because in addition to the context of airspace management for aviation, tourism and cultural activities are also part of the substance of airspace management, which ultimately aims to bring prosperity to our nation and state," he explained.
Meanwhile, the Commander of I Gusti Ngurah Rai Air Base, Colonel Pnb Trinanda Hasan F., S.T., M.Han., in his presentation emphasized his staff's readiness to secure airspace in Bali. "I Gusti Ngurah Rai Air Force Base is ready to be the vanguard in monitoring and securing airspace in Bali, working with all stakeholders through the synergy of the Airport Security Committee," stated the Air Force Commander.
To illustrate airspace security efforts, a video simulation of the Indonesian Air Force (TNI AU)'s force-down action against a foreign aircraft violating Indonesian airspace was shown. The video showed the force-down process and post-landing handling.
Present at the event were Commander of the II Air Force Operations Command, Air Vice Marshal Deni Hasoloan; Director General of the Military and Military Training Agency (Badilmiltun MA RI), Air Vice Marshal Dr. Yuwono Agung Nugroho, S.H., M.H.; Secretary of the Directorate General of Strategic and Resilient Air Force, Ministry of Defense, Major General Immer H.P. Butarbutar, S.I.P., M.M., Head of the Air Force Information and Communications Office, Air Marshal Agus Pramono, S.H., LL.M., Ph.D., Head of the Turdang Regional Secretariat of the Ministry of Defense, Sri Sulastiyani, S.H., M.H., and members of the PRU Bill Working Group from the Ministry of Defense and the Indonesian National Armed Forces.
Also present were Director General of Civil Aviation Lukman F. Laisa M., Director of Operations for Airnav Indonesia Setio Anggoro, Head of the Airport Authority Office Region IV Cecep Kurniawan, S.T., M.T., and several airport stakeholders.
